STARTING OF SYSTEMS

1.03 STARTING SYSTEMS
A. Coordinate schedule for start-up of various and systems.
B. Notify Engineer thirty (30) days prior to commissioning of each item.
C. In addition to the operation maintenance data required in Section 01730, provide three (3) copies of the operation and maintenance manual (O&M Manual). The O&M Manuals shall accompany the notice to the Engineer of the planned commissioning.
D. Certify in writing that each piece of or system has been checked for proper lubrication, drive rotation, belt tension, control sequence, related is operational as designed or other conditions which may cause damage.
E. Certify in writing that tests, meter readings, and specified electrical characteristics agree with those required by the or system manufacturer.
F. Certify in writing that wiring and support components for including instrumentation systems are complete and tested.
G. When specified in individual specification Sections, require manufacturer to provide authorized representative to be present at site to inspect, check and approve or system installation prior to start-up, and to supervise placing or system in operation.
H. Submit a written report to the Engineer in accordance with Section 01400 that or system has been properly installed and is functioning correctly.
1.04 DEMONSTRATION AND INSTRUCTIONS
A. Demonstrate operation and maintenance of Products and to Owner's personnel prior to start-up of each item of equipment.
B. Demonstrate start-up, operation, control, adjustment, trouble-shooting, servicing, maintenance, and shutdown of each item of equipment.
C. Submit for review by Engineer, in addition to the Operating and Maintenance Manuals to be furnished under Section 01730, a proposed step by step "training" course to instruct and acquaint Owner's operating personnel with the operating and maintenance procedures of each item of and the piping, valves, and other accessories associated with it that make it operate as a unit. Submit the proposed training course 90 days prior to scheduled training time.
D. Arrange for qualified representatives to conduct the training course, which shall include both classroom and on-the-job instructions.
E. Provide a course schedule giving the name and title of the instructors, the instruction time (classroom and on-the-job) needed by each instructor for his equipment, and the time and date the instructions will be given. Schedule training when the to be explained is in place and ready for start-up.
F. Owner will designate a classroom located at or near the project site, if required.
G. Each supplier or instructor shall supplement the Operating and Maintenance Manuals with 10 copies of a type-written text covering the material to be presented during the instructions. The text shall include illustrations, tables, and wording necessary to supplement the manuals and to explain the presentation to the operating personnel. The typewritten text in conjunction with the Operating and Maintenance Manuals shall be reviewed by Engineer before the start of training instruction.
H. Training shall include process and system operations (minimum 2 days), mechanical (minimum 1-1/2 days), electrical and instrumentation systems (minimum 2 days). Longer periods of training may be required for some items, as specified in the subsequent sections.
I. The Owner will video tape the training sessions, both in the classroom and in the field at the location.
J. Prepare and insert additional data in operations and maintenance manuals when need for additional data becomes apparent during instruction.
1.05 EQUIPMENT AND SYSTEM COMMISSIONING
A. Submit a detailed plan and schedule for commissioning thirty (30) days prior to anticipated start-up of each item.
B. Commissioning sequence shall be as follows:
1. Provide Operation and Maintenance Manuals as required in Section 01650, Article 1.03 C.
2. Provide Spare parts as required in Section 01700.
3. Man and operate which can be placed into continuous operation for a period of five (5) successive 24-hour days. Owner will direct plant operations and be responsible for wastewater treatment.
4. During this period pay for fuel, chemicals, maintenance, labor, and other related operating costs. Costs of electric power will be borne by the Owner.
5. Perform work involved in starting operation of the plant and items. Arrange for factory authorized representatives to start when necessary or advisable.
6. Start, stop, and control equipment.
7. Open, close, and adjust valves and gates.
8. Make necessary observations of equipment.
9. Keep written records on operations, personnel and time log of events.
10. Maintain and clean and areas.
11. Do other work necessary for initial start-up and operation.
C. During this period, personnel of Owner and Engineer will be available for consultation.
D. After five (5) continuous and satisfactory days (in the opinion of the Engineer) of operation Owner will assume operation and costs for those facilities that were placed in operation. Repeat commissioning sequence if initial five (5) day operation must be stopped due to or system failure.
E. For those units which because of the nature of the process cannot be placed into operation until a later date, the same commissioning sequence shall be followed.
F. Special start-up procedures as may be required by other sections of the specifications are in addition to the above requirements and shall be performed prior to initial start-up.
G. Owner will perform all sampling and laboratory analysis required for proper process control and monitoring. Based on these analyses the Owner, through the Engineer, will instruct the Contractor as to required control parameters to set for the and systems.
H. To the extent possible, based on control parameters imposed by the process control, the Contractor shall demonstrate that the can be operated at the maximum and minimum extremes specified for the units.
