General Construction Specifications

    SECTION 01025

    MEASUREMENT AND PAYMENT

   PART 1 - GENERAL

   1.1 SECTION INCLUDES

   A. Measurement and payment criteria applicable to portions of the Work performed under a unit price or lump sum payment method.

   B. Defect assessment and non-payment for rejected work.

   1.2 AUTHORITY

   A. Measurement methods delineated in the individual specification sections are intended to complement the criteria of this section. In the event of conflict, the requirements of the individual specification section shall govern.

   B. Take all measurements and compute quantities. The Engineer will verify measurements and quantities.

   C. Provide necessary equipment, workers, and survey personnel.

   1.3 UNIT QUANTITIES SPECIFIED

   A. Quantities and measurements indicated in the Bid and Agreement Forms are for bidding and contract purposes only. Quantities and measurements supplied or placed in the Work and verified by the Engineer shall determine payment.

   B. Unit price items in the Bid Form and in the Contract are of two types, "Unit Price Construction Items" and "Unit Price Work Items ordered by the Engineer during construction". Unit Price Construction Items will be used to pay for work not included under a lump sum item but required by the Contract. Unit Price Work Items will be used to pay for designated work, not shown on the Drawings, when ordered by the Engineer in writing during construction.

   C. If the actual Work requires more or fewer quantities than those quantities indicated, provide the required quantities at the unit prices contracted.

   D. The Contract period shall include all types of work in the Bid Form Sections. Time extensions may be given only for work in excess of specified quantity.

   1.4 MEASUREMENT OF QUANTITIES

   A. Measurement Devices:

   1. Scales: Inspected, tested and certified by the applicable Weights and Measures Department within the past year. Of sufficient size and capacity to accommodate the conveying vehicle.

   2. Metering Devices: Inspected, tested and certified by the applicable department within the past year.

   B. Measurement by Weight: Concrete reinforcing steel, rolled or formed steel or other metal shapes will be measured by handbook weights. Welded assemblies will be measured by handbook or scale weight.

   C. Measurement by Volume: Measured by cubic dimension using mean length, width and height or thickness.

   D. Measurement of Area: Measured by square dimension using mean length and width or radius.

   E. Linear Measurement: Measured by linear dimension, at the item centerline or mean chord.

   F . Stipulated Price Measurement: Items measured by weight, volume, area, or linear means or combination, as appropriate, as a completed item or unit of the Work.

   1.5 PAYMENT

   A. Payment Includes: Full compensation for all required labor, products, tools, equipment, plant, transportation, services and incidentals; erection, application or installation of an item of the Work; overhead and profit.

   B. Final payment of Work governed by unit prices will be made on the basis of the actual measurements and quantities accepted by the Engineer multiplied by the unit price for Work which is incorporated in or made necessary by the Work.

   C. Payment for the bid items will be as follows:

   1. Section 01560 - Temporary Controls

   Erosion control is not a pay item. It shall be considered and designated a necessary part of the construction, and unit prices bid for items with which erosion control is connected shall be full compensation for this item and for all labor, materials, and required to complete the item in accordance with the drawings and specifications.

   2. Section 02150 - Shoring and Bracing

   Shoring and bracing is not a separate pay item. It shall be considered a necessary part of the construction if required and full compensation for shoring and bracing shall be included in the lump sum or unit price bid for the work items where it is required for the protection and safety of personnel and materials.

   3. Section 02220 - Excavation, Backfilling, Compaction

   Excavation, backfilling and compaction are not pay items. They shall be considered and designated a necessary part of the construction, and unit prices bid for items with which excavation, backfilling and compaction are connected shall be full compensation for this item and for all labor, materials, and required to complete the item in accordance with the drawings and specifications.

   4. Section 02480 - Landscape Work

   Topsoil and seeding and other yard surface restoration shall be considered and designated a necessary part of the construction, and unit prices or lump sum bid for items with which they are connected shall be full compensation for this item and for all labor, materials, and required to complete the item in accordance with the drawings and specifications.

   Payment will be made on a unit price basis for surface restoration including topsoil and seeding for each sanitary sewer service renewal or point repair outside-of-roadway if disturbance has occurred. Incidental surface restoration for access, manhole rehabilitation, cleaning, lining, etc. shall be compensated under the Lump Sum Bid for project restoration.

   5. Section 02575 - Pavement Repair

   Payment for pavement repair or replacement shall be considered and designated a necessary part of the construction, and unit prices or lump sum bid for items with which they are connected shall be full compensation for this item and for all labor, materials, and required to complete the item in accordance with the drawings and specifications.

   Payment will be made on a unit price basis for surface restoration including patch paving for each sanitary sewer service renewal under roadway if disturbance has occurred. Incidental surface restoration for access, manhole rehabilitation, cleaning, lining, etc. shall be compensated under the Lump Sum Bid for project restoration. Full width milling and asphaltic surfacing shall be compensated under the Lump Sum Bid for project restoration, Partial payment under the Lump Sum Item can be made per segment as each segment is completed and accepted for final inspection on a pro-rated basis.

   6. Section 02730 - Sanitary Sewer Systems

   The quantities of pipe for which payment will be allowed shall be expressed as a lump sum for each segment of pipe. Such payment shall be full compensation for the furnishing and installing of pipe at design grade, jointing materials (including connections to existing manholes, excavation, and backfill) and all other work necessary for and incidental to completion of the work.

   7. Section 02762 - Sanitary Sewer Cleaning and Inspection

   Sanitary sewer cleaning and pre-lining inspection shall not be a separate pay item and shall be considered incidental to sewer line lining.

   Payment for post-lining television inspection and segmental air testing shall be made at the Unit Price Bid for lined pipe on a per lineal foot basis. It shall include the post-lining tape and log for internal acceptance review. If a segment was not testable due to physical constraints as determined by the Engineer (not failed testing) them 50% of the segment footage shall be paid to compensate for television work only. No payment shall generally be made until both work elements are completed.

   8. Section 02763 - Gravity Sewer Rehabilitation

   The quantities of the various items of work covered by this section shall be measured for payment as follows:

   ITEM OF WORK (Main Line) Unit METHOD OF MEASUREMENT

   Point Repairs 0-6' Length Each Actual number of repairs (including abandoned point repairs as defined in Section 02763, Gravity Sewer Rehabilitation) performed at the applicable depth for each size of pipe for conditions not shown on the plans.

   Payment for these items shall be made at the unit price bid and shall include excavation, backfill, disposal of surplus materials, connections to existing work, and cleanup.

   9. Section 02765 - Sanitary Sewer Manhole Rehabilitation

   Payment for rehabilitation of sanitary sewer manholes shall be made at the unit prices bid. It shall include all manhole repairs, cleaning, sealing, lining, flow control, clean-up, inspection, testing, and any other work or materials necessary to complete work for each applicable level of manhole rehabilitation for the depth classes set up in the Bid Form. Depths shall be measured from the downstream invert to the bottom of the manhole frame casting.

   10. Section 02766 - Relining Sanitary Sewers

   Payment for relining sanitary sewers shall be made at the unit price bid for each listed size of pipe. It shall include bypass pumping if necessary, cleaning, prelining television inspection, sealing of pipe in manholes, and any other work or materials necessary to complete the work.

   The service connections shall be reconnected to the pipe liner and renewed to the property line or easement line. Payment for reconnected service connections shall be made at the unit price bid and shall include the cost of furnishing and installing all saddles, gaskets, compression couplings, stainless steel bands, excavation, backfill, pipe, inspection tee and temporary reinstatement.

   Service connections shall be classified Under Roadway or Outside-of-Roadway for payment. Under Roadway shall be defined as an improved asphaltic, concrete, or gravel surface subject to motorized vehicular traffic, public and/or private. All other areas are defined as Out-of-Roadway. A service connection will qualify only as Under Roadway if the tee connection to the main sewer line is within the vertical planes of the defined improved surface area. A service crossing a roadway with the tee connection “outside” is defined as Outside-of-Roadway.

   Payment for sanitary service abandonments on inactive service openings shall be made on a unit price basis. Compensation shall include all work, excavation if necessary, cleanup, internal investigations for verification of the openings inactive, abandonable status, dye testing, etc. as an incidental. Service openings shown on the drawings as abandonment or plugged shall not be compensated under this item and shall be incidental to the work.

   11. Section 02767 - Sewer Flow Control

   There shall be no separate payment for sewer flow control performed under this Contract. Sewer flow control shall be considered an incidental item of the sewer line replacement, television inspection, sewer line testing, or sewer line sealing operation that requires flow control.

   12. Unit Price Bid Items

   Certain bid items are set up in the proposal to compensate for newly identified services or field conditions. The work shall only be paid for when ordered in writing by the Engineer.

   13. Allowance Bid Item

   The Bid Form, ITB Section 004, contains a bid item titled “Allowance as Ordered by the Engineer”, which has an amount filled in by the Owner. The bidders shall include this amount in calculating the Total Base Bid. The monies in this allowance are to be used for payment of Work for extensive manhole location, adjustment of existing manhole top elevation on unlocated manholes, casting replacement and other appurtenant work when necessitated by found field conditions and only when such Work is ordered by the Engineer. Payment will not be made from this allowance item for Work specified, measured and paid under the Specifications Sections of the Contract Documents, but rather paid as a Field Authorization, Class I, as described in ITB Section 009, Article 19 - Change Orders.

   1.6 DEFECT ASSESSMENT

   A. Replace the Work, or portions of the Work, not conforming to specified requirements.

   B. If, in the opinion of the Engineer, it is not practical to remove and replace the Work, the Engineer will direct one of the following remedies:

   1. The defective Work may remain, but the unit price will be adjusted to a new price at the discretion of the Owner.

   2. The defective Work will be partially repaired to the instructions of the Engineer, and the unit price will be adjusted to a new price at the discretion of the Owner.

   C. The individual specification sections may modify these options or may identify a specific formula or percentage price reduction.

   D. The authority of the Owner to assess the defect and identify payment adjustment, is final.

   1.7 NON-PAYMENT FOR REJECTED PRODUCTS

   A. Payment will not be made for any of the following:

   1. Products wasted or disposed of in a manner that is not acceptable.

   2. Products determined as unacceptable before or after placement.

   3. Products not completely unloaded from the transporting vehicle.

   4. Products placed beyond the lines and levels of the required Work.

   5. Products remaining on hand after completion of the Work.

   6. Loading, hauling and disposing of rejected Products.
